Features of registration of permits for the construction of modular structures
When constructing prefabricated structures, paperwork can be avoided, since such construction requires fewer documents, which allows you to start construction work faster, thereby saving the construction budget.
Advantages of building from modular units
Construction of buildings using prefabricated technology with modular units does not require state expert examination, which is mandatory for all structures with an area of no more than 1500 m2. Article 1 263 of the Civil Code of the Russian Federation says that the owner has the right to carry out any type of activity on his site:
- construction;
- dismantling of an old building;
- reconstruction of the completed facility.
These works can be carried out independently or with the involvement of contractors. When carrying out construction work, it should be taken into account that the work carried out must correspond to the intended use of the land plot. In case of violation of the articles of the Land Code regulating the intended use of land by its category, the owner will face a large fine and material loss. For all capital buildings, you will need to obtain a construction permit. In contrast, modular structures that do not require a foundation enclosing and supporting structures do not require a permit to conduct construction work, according to article 51, paragraph 17 of the Urban Planning Code of the Russian Federation.
What documents are needed for modular construction
To build from modular units, you will naturally need an architectural project. Contractors begin to develop it if the customer provides documents confirming ownership of the land or permission from the owner of the site to conduct construction work.
Documents for modular construction must be collected based on current legislation and building regulations that apply to the Russian territory.
The minimum set of documents includes:
- certificate of ownership confirming the right to use the land plot
- preliminary project documentation;
- construction permits issued by supervisory authorities( sanitary, environmental, and fire agencies);
- architectural concept design;
- TS for connecting engineering networks;
- design documentation for reinforced concrete and metal structures.
The Technical Specifications will need to be approved by the following regional organizations when laying cold and hot water pipelines, gas pipelines, heating systems, sewerage systems, electricity networks, land reclamation systems when improving the surrounding area, and removing garbage. To obtain permits, you will need to contact the following supervisory organizations:
- sanitary and epidemiological inspection service;
- fire inspection;
- architectural inspection;
- geodetic service.
All elements of modular structures are made based on an architectural solution developed based on projects of RC and M constructions.
Choice of architectural solutions
The main document for modular construction is the architectural design, which describes all the information about the future object:
- description of the appearance of the finished building;
- selection of the construction layout scheme for building modules;
- drawings describing the stages of wall and roof installation;
- drawings for fixing shaped elements (sheet metal products that serve to improve the insulation of the building), which indicate the diameter and cross-section type of all materials used.
The cost of developing an architectural solution may increase if errors and inaccuracies are found during the audit, or the customer wants to make changes.
When conducting modular construction, you will not need to conduct an expensive state examination, which takes a lot of time. The package of permits, in this case, is reduced to almost zero, in contrast to capital construction, which allows you to reduce the cost of the customer and speed up the construction process itself.
